As I mentioned on Facebook, it isn't blocked off - it takes a 90-degree turn as soon as it enters the plenum casting (doesn't break through to the main part of the plenum) and then runs down a tiny gallery to the throttle body flange where it comes out pre-butterfly (thus picking up fresh atmospheric-pressure air)
