It's a flare - you use it when you breakdown by the side of the highway in the middle of the night without lights and want to warn traffic to slow down. I think it is basically a giant match - unscrew the cap and then scrape it along the ground to ignite (or some I've seen you take the cap off, pull the insert out, flip it around and re-insert which punctures something and lights it), then place it on the road as a warning. In Australia at least, finding un-used (or ones that haven't been de-fused) ones is very hard due to import restrictions (like how certain air-con systems have to be discharged before the car can be imported because of CFC laws) | |
